The following information is derived from the 49th Security Forces Squadron daily incident blotters. The intent is to highlight some of the more significant events our SF Defenders responded to in January 2009.
TICKETS ISSUED: During the month of January 2009: 44 traffic citations were issued, 114 verbal warnings were given, and 12 driving suspension letters were issued. The most common citation issued was for speeding.
PATROL RESPONSES:
- Aggravated Assault and False Imprisonment -- An A1C was apprehended for assault on his wife and for attempting to block her escape from their home following the assault.
- Assault -- A civilian reported she had been assaulted by another civilian following a verbal argument.
- Disorderly Conduct, Drunkenness and Communicating a Threat -- A civilian caught an A1C urinating on the front of the Enlisted Club. The civilian approached the A1C to instruct him to stop urinating on the building, the A1C and a SrA proceeded to verbally threaten the civilian.
- Domestic Dispute, Aggravated Assault and Suicidal Gestures -- A family member wife reported her son had been in an argument and physical confrontation with family members and was holding a knife to his own throat.
- Larceny of Government Property -- A civilian reported a bag of government tools was missing from a government utility vehicle. The tools are valued at between $1,000.00 and $1,500.00.
- Larceny of Personal Property -- A dependent child reported his unsecured bicycle had been taken from the Youth and Teen Center by an unknown individual.
- Major Vehicle Accident, Driving on a Suspended License, Careless Driving, and Damage to Government Property -- A civilian was departing the installation when he fell asleep behind the wheel of his vehicle. He subsequently crossed the median and struck a sign. Upon further investigation, it was determined the individual was driving with a suspended driver's license.
- Medical Emergency and Aggravated Assault -- A1C was taken to a downtown medical facility for injuries sustained on the base.
- Missing Personal Property:
-- A civilian reported her keys missing from the Youth and Teen Center after leaving them on a desk.
-- A civilian reported his spare tire, vehicle registration and insurance, locking gas cap, jumper cables, battery, jack and lug wrench were missing from his vehicle after being parked outside of Building 273.
- Patrol Response -- A civilian was detained by Security Forces members at the Main Gate after the individual had a verbal confrontation with the civilian guards and had no identification.
- Shoplifting -- A civilian was detained for shoplifting six items of make-up from the Base Exchange.
- Suspicious Activity -- Civilian guards at the West Gate reported they found two large knives and two complete military uniforms in a waste disposal truck.
- Underage Drinking -- An A1C was apprehended for underage drinking following a report of a possible sexual assault.
- Underage Drinking and Indecent Exposure -- An A1C was apprehended for exposing himself to others in the dormitories. Upon further investigation, it was determined he had been drinking alcohol while under the legal drinking age.

NOTE - HAFB applies the New Mexico (NM) standard for intoxicated driving of .08 Blood Alcohol Content (BAC)/Breath Alcohol Content (BrAC), or greater. Drivers whose BAC/BrAC equal or exceed 0.08 face suspended base driving privileges, possible drivers license suspension, and possible punishment from civilian courts or under the Uniform Code of Military Justice.

"BULLET" OF THE MONTH: Per HAFBI 31-204, Air Force Motor Vehicle Traffic Supervision, para A3.5.1 - A3.5.7, in part states "Drivers entering HAFB during the hours of darkness are required to use their parking lights when approaching HAFB entrance gates. Lights shall be switched back to low beam once entry has been effected past the gate. Motorcycles, mopeds and motorized bicycles that do not have parking lights shall use their low beam headlights when approaching entrance gates. Vehicles that have the safety lights that stay on all the time are not affected. Vehicles approaching a stopped school bus collecting or discharging children with its stop lights flashing, from any direction, shall come to a complete stop not closer than 20 feet from the bus and shall not proceed until the bus resumes movement or until directed by proper authority. Headlights shall be used one half-hour before sunset to one half-hour after sunrise. During the hours of darkness, when approaching a vehicle within 500 feet, or following a vehicle within 200 feet, headlights shall be lowered from high beam to low beam. During daylight hours, vehicles shall be operated with headlights on during periods of reduced visibility due to weather conditions (e.g., rain, blowing sand, fog or snow) when visibility is restricted to 500 feet or less. No vehicle shall be operated with only its parking lights illuminated during the hours of darkness except when approaching the HAFB entrance gates. Fog lights shall only be used during reduced visibility conditions. Only two fog lights (not red) and one spotlight are permitted to be used. When using fog lights during the hours of darkness and approaching a vehicle within 500 feet, you shall turn off or lower fog lights to low beam."
