AF to develop waste-to-energy facility on Holloman AFB

The Air Force Real Property Agency announced June 21 that the Air Force intends to enter into exclusive lease negotiations with New Generation Biomass, LLC, for the development of a 20 megawatt biomass/waste-to-energy facility on approximately 80 acres on Holloman AFB, N.M., near Alamogordo, N.M. The property is managed by the 49th Wing at Holloman AFB, N.M. This is a single parcel of land. The lease is not expected to result in an annual rent payment or in-kind consideration exceeding $750,000; therefore, this is intended only as a courtesy Congressional Notification. 10 U.S.C. 2667(h)(2) provides an exception to use of competitive procedures for the lessee when it is determined the public interest will be served as a result of the lease. The Air Force intends to commence negotiations soon after your receipt of this notification.
