NSPS takes effect Sunday at Holloman

National Security Personnel System, a new performance-based pay system for civilian personnel, goes into effect Jan. 21 at Holloman Air Force Base. There are 274 non-bargaining General Schedule positions affected at Holloman.

The personnel system changeover process took nearly a year for Holloman. All supervisors and GS employees spent this past year in several training sessions to prepare. Classes included an overview NSPS 101 course, change management, communications, human resource elements and performance management.

"NSPS will require supervisors and employees to work closely in developing individual performance plans that identify employee goals and objectives," said Ms. Elisa Sanchez, NSPS manager here. "Employees' performance will be rated against these goals and objectives during the first rating cycle which ends this September."

While non-bargaining GS employees will be affected this year, bargaining GS employees and Wage Schedule employees will not come under NSPS for at least a year, according to the NSPS program executive office. Until then, both systems will be active.

At a final NSPS executive committee meeting held Wednesday, Colonel David Moore, 49th Fighter Wing vice commander and NSPS executive committee chairman stated, "The challenge will be learning the new system while simultaneously continuing with the old system. Supervisors will need to be cognizant of and conversant in both [civilian pay] systems."

According to the NSPS Web site, advantages of NSPS over the previous civilian personnel system include employee recognition and rewards based on personal contributions towards the Nation's defense; employees will be encouraged to take ownership of their performance and successes; employees and their supervisors will have open communications so employees know what's expected of them; increases in pay based on employee performance and mission contribution and broader skill development and advancement opportunities in pay bands.
